Governor George P. Arnaiz (center) cuts the ribbon during the blessing, inauguration and opening of the Provincial Integrated Skills Training Center (PISTC) at the Provincial Engineer's Compound in Talay. With the governor is Vice Governor Jose A. Baldado (to his left) along with other local government officials. PISTC is a TESDA-assisted project geared towards social impact by developing the skills of youths and the unemployed for livelihood and employment opportunities here and abroad.
