Sibulan to inaugurate mini-health laboratory
The local government unit of Sibulan is set to inaugurate a mini-health laboratory in response to the health needs of Sibulan residents.


Sibulan Mayor Antonio D. Renacia said that the project is part of his five-point agenda which aims to provide efficient and free delivery of basic health services to his people.


According to
Connie Zamora-Rosales, Sibulan Public Information Officer, the free laboratory services that will be offered are the following: sputum examination, urinalysis, blood typing, complete blood count, blood platelet count and pregnancy test.

Rosales said the funds for the laboratory's construction was taken from Philhealth's capitation fund.


The Philippine Health Insurance Corp. has recently also signed a memorandum of understanding with the Philippine International Trading Corp. to provide a more accessible and affordable health care insurance to its members.


The move is hoped to improve the healthcare services in the country, as the Department of Trade and Industry (DTI) have earlier cited the Philippines' potential of becoming one of Asia's leading destinations for healthcare services in Asia.


The laboratory, which is nearly completed, is also an extension of the Sibulan Municipal Health Center and its construction is being undertaken by the LGU's General Services Office, says Rosales.

100 kids to join Children, Youth Convention
Around 100 children from eight local government units (LGUs) in the province will participate in this year's Children and Youth Convention at Bethel Guesthouse, Dumaguete City on October 28, 2005.


According to Jennifer Catan-Tilos, Information Center Manager of the Philippine Information Agency (PIA) here, the convention is held to celebrate Children's Month this October and will focus on the Child and Youth Participation Rights, which is simultaneously undertaken with other partner agencies in the province.


The children-participants are composed of Grade 5 and Grade 6 students from the elementary schools in Amlan, Sibulan, Pamplona, Ayungon, Tayasan, Sta. Catalina, Dauin and Dumaguete City.


The said LGUs are among the areas identified under the continuing program of the Country Programme for Children (CPC), which is now in its 6th phase of implementation.


The Child-Friendly Movement in Oriental Negros first started in 1999 when it was chosen by the Unicef as one of the provinces nationwide to benefit from the 5th Country Program for Children (CPC-5).


Since its implementation, the PIA together with the Provincial Government of Oriental Negros has been conducting an annual Children and Youth Convention.


Meanwhile, around 160 kids will also be participating in a different kind of Children's Sports Fest on October 28, 2005 at the grounds near the Silliman University Gym.


A first of its kind in Oriental Negros, the Sports Fest, which is also in celebration of Children's Month, will be participated in by 'children at risk', says Ms. Anna Lou Suan, project director of the Great Physician Rehabilitation Foundation Inc.


"These are the street kids, orphans, disadvantaged children, children from indigenous communities, and children with disabilities from the GP Rehab Foundation," Suan said.


The GP Rehabilitation Foundation is a rehabilitation project for children in Dumaguete City offering free services such as physical therapy, occupational therapy and special education for children with intellectual and physical disabilities.


The Sports Fest will feature games for both regular children and children with disabilities. "Around 80 percent of the games are inclusive for children in wheelchairs and those with intellectual impairment," adds Suan.


The said activity is being undertaken by GP Rehab Foundation together with the Negros Oriental Children's Network, a non-government organization in Oriental Negros working for children.

PNP to conduct Operation Kaluluwa for peaceful All Saints' Day celeb

In view of the upcoming All Saints' Day celebration in the city, the City Police Station will deploy police personnel in all cemeteries in the city on Nov. 1 and 2, 2005.


SPO3 Felomino T. Laure of the City Police Office disclosed that policemen will man the Dangpanan Centers which will be put up inside the cemeteries to immediately address concerns from the public.


Laure said mobile patrol cars will also be roving around commercial centers, bus terminals, airport and port area in the city. "We cannot deploy personnel in all areas in the city due to lack of manpower, but we are trying our best," assures Laure.


Laure said that their operations will focus heavily on the cemeteries as a huge turnout of crowds is expected on Nov. 1 and 2.


The National Capital Region Police Office announced that they will be on high alert against terrorist attacks on Nov. 1 but would also intensify its anti-crime operations.


Laure cautioned the public who will go to the cemeteries to avoid bringing considerable amount of cash and valuables as well as keeping an eye on their cellphones.


He also urged the public to immediately report to the Dangpanan Center if they see persons bringing dangerous weapons to the cemeteries.

Parliamentary-federal system gains ground in Cebu ConCom consultation


The proposal to change the structural form of government from the existing presidential-unitary to a parliamentary-federal system is gaining grounds as majority of the sector-participants agreed to the latter during the regional consultations this week in Cebu City.


Dumaguete City Vice-Mayor William Ablong takes the same side even if he's not present during the consultation, as he said in federal system, the local government will be empowered and strived more to generate resources. However, Vice-Mayor Ablong said, "bisag unsaon nato pag-usob pero ang tawo or the individuals wala mausab morally walay kausaban sa systema". The Filipino leaders should be morally and socially responsible, has principle and transparent to any transactions, Ablong added.


Form of government, structure of republic and liberalization of policies regarding patrimony and foreign participation in the economy are some of the preliminary consensus agreement that the Consultative Commission presented on the proposed of the 1987 Constitution.


Of the 70 sector-participants belonging to the structure of government group, 58 favored federal system as they deliberately said, it increased local powers, improved delivery of basic services, might limit corrupt and political debts, better enforcement of laws mobilization of resources, effective and efficient governance.


While, 7 for retention of the present system because it just need to improve quality of leadership and enforce laws strictly, and need to change people not the system; the remaining 5 did not state their preference but said, solve current political crises before discussing charter change, and address land distribution problems.


Jose Abueva, Chairman, Consultative Commission summed up the highlights in the on-going debate in the consultative commission on the form of government and why do we have to change the existing presidential form.


Abueva said, the separation of executive power of the President and legislative power of Congress causes intense rivalry and competition for power among them, especially because like the President, the senators are also elected nationwide. Constant conflict and gridlock among the President, the house and the Senate with too many congressional investigations, delay and obstruct legislation and reforms.


Con Com Chair also explained, that the Constitutional Commission is a study group that was created through Executive Order 453 that would assist the present government in the conduct of consultations and studies and propose amendment and revisions to the 1987 Consitution.

GRECON celebrates 25th year, World Food Day


AT LEAST 50 beneficiaries of Enrique Villanueva received bags of rice from the Confederation of Grains Retailers Association (GRECON)-Siquijor chapter this week.


The giving out was part of and in line with the simultaneous celebration of the Silver Anniversary of Confederation of Grains Retailers Association of the Philippines, Inc. and the World Food Day.


It is a conceptualized and initiated program that can help the government address one of its major issues and concerns brought about by poverty like malnutrition.


Gracing the activity were Enrique Villanueva Mayor Clint Elery Orquillas, DSWD representatives and the local GRECON officials.


To note, GRECON has institutionalized a nationwide feeding program, starting this year, that will not only feed the young and indigent adults but will also feed educate them on the proper processing, handling and learning the nutritional values of foods.


A partner of the National Food Authority, GRECON recognizes the fact that the government alone cannot minimize or eradicate malnutrition. Part of its plan is to feed the nation every 16th of October, which coincides with its anniversary and the World Food Day.


The feeding activity aims to open an avenue for LGUs to continue the feeding programs initiated by GRECON for at least once a week, to instill among the members the value of sharing and charity to the less fortunate; to create awareness to the community the existence of GRECON which does not only distribute rice at prescribed NFA prices but also assist the government in their programs geared towards a healthier Philippines.

Community volunteers show off talents in regional KALAHI CIDSS conference


Some of the region's top legislators, local government executives, civil society groups as well as representatives from local funding donor organizations and volunteers from the poorest communities in the island provinces of Bohol and Siquijor gathered at the Siquijor Multi-Purpose Center in a landmark conference organized by the Deparment of Social Welfare and Development (DSWD).


In line with the flagship poverty alleviating program known as KALAHI-CIDSS: KKB, the whole-day conference dubbed "Vision, Voices, Verses, Bagong Kwento, Kwentong Pagbabago (KALAHI-CIDSS Regional Stakeholders Conference) focused on knowledge sharing of inspiring experiences and success stories through creative expressions.


The conference aimed at energizing the communities and harnessing the creative potentials of the people by encouraging them to express their problems, dreams and aspirations.


This year's regional conference was inspired by the success of the first conference held in March last year, which resulted to the generation of funding support from the donor communities, a more empowered community who know how to voice out their ideas, insights and opinions the creative way.


Highlighting last year's conference were exhibits which showcased the best KALAHI-CIDSS community projects, songwriting competitions, visual arts presentations, community theater and local poem writing.


The participants were community volunteers in Phases I and II of the project covering the town of EV in Siquijor for Phase I and the towns of Siuijor and Danao in Bohol for Phase II.


The delegation from EV bagged the highest honors in the songwriting and visual arts categories, while Siquijor took home first place in the people's theater and poem-writing categories.

Sibulan to implement one-stop shop
Businessmen in Sibulan town can expect less red tape when renewing business permits and licenses with the LGU's plan to implement a One-Stop Shop next year.

The One-Stop Shop, which will operate during the peak season of the annual renewal of business permits from January 2 to 31, 2006, aims to make things easier for Sibulan businessmen by reducing the number of signatories involved in the processing of Mayor's permit, says Connie Rosales, Sibulan Information
Officer.

Mayor Renacia assured that within 24 hours, if all requirements are complied with, the Mayor's permit will be issued.

The mayor said this move will hopefully boost Sibulan's investment promotion efforts and its anti-red tape program.

"Too many signatories in the Mayor's permit sometimes discourage investors as it slackens the processing, resulting to non-completion of the requirements after paying their fees at the Municipal Treasurer's Office," says Mayor Renacia.

To effectively implement this, Rosales said Mayor Renacia has issued Executive Order No. 28 dated October 10, 2005 creating a Task Force that would inspect business establishments' compliance to requi
rements presented by law, particularly related to building safety and health zoning.

The Task Force is also tasked to inform the concerned businessmen and investors to comply with the requirements in time for the scheduled renewal of business permits in January 2006.

OrNeg, Dumaguete hosts national debate championships
Over 300 college debaters from around the country will gather at Silliman University for the Dumaguete Sandurot Cup: 7th National Debate Championships (NDC) on October 22 to 27, 2005.

Close to P1.2million has been budgeted for this one-week tournament, with half a million pesos coming from the City Government of Dumaguete and the Provincial Government of Oriental Negros.

This is the first time that the annual national debate competition is hosted outside the National Capital Region and the
first time to be co-hosted by local government units.

Around 28 schools from Luzon, Visayas and Mindanao have confirmed their participation. A team from Malaysia Multimedia University (MMU), which will debate as non-breaking, will also participate to observe how the NDC will be conducted and experience debating with Filipino teams.

Last year's NDC champion is Ateneo Debate Society of the Ateneo de Manila University, one of Asia's most awarded debate organizations.

NDC will use the British Parliamentary format, a favorite format of international debates where motions are released only 20 minutes before the debate proper and where each speaker is given seven minutes to discuss and defend his case. In this format, two teams of two debaters per team comprise a side (government or opposition).

Four teams from different schools may debate in a round, and a team may go up against another team from the same school, depending on the ranking of the teams in the rounds.

Delegates to the competition will also have the chance to test their public speaking skills. The public speaking
round is another competition in the NDC where delegates speak contemporaneously on a topic given them five minutes before they talk.

A separate finals round for the public speaking will also be held at the Luce Auditorium on the 26th, before the debate finals, to determine the Top 3 Public Speakers form among the ten finalists.

This year's NDC is spearheaded by the Dumaguete Debate Committee and the Silliman University Debate Society.

The Convenor and Chair of the Dumaguete Debate Committee is Mrs. Glynda Descuatan, regional head of the Ancillary Sky Cable-Visayas, with Dumaguete Counselors Myrish Cadapan-Antonio and Manuel Chiquiting Sagarbarria and SU Information Officer Mark Garcia as members, among others.

Sibulan Philhealth beneficiaries soar to 4,790
The recipients of the Philippine Health Indigency Program or "Medicare Para sa Masa" in the municipality of Sibulan has increased to 4,790 as of this date, from just less than a thousand at the beginning of the year.

Sibulan Mayor Antonio "Tony" D. Renacia is pleased over the said increase in the number of enrollees this year (from January to December), as the scheme gave greater access to free hospitalization for his constituents, specially the families in the barangays, says Sibulan Information Officer Connie Zamora-Rosales.

Rosales said the evaluation of the families and persons who qualify for the said program is conducted by the Sibulan LGU in coordination with the Municipal Social Development Office and the Municipal Health Office.

Under the National Health Indigency Program, the LGU shoulders a portion of the medicare premium payable, which is P120.

"This Program gave an impetus for the LGUs to provide free health insurance coverage to their constituents, as well as greater access to Medicare program," says Rosales.

The Program has gained wide acceptance, which is benefiting mostly the people in the grassroot level.

NFA OrNeg employee cited as Region 7 Best Employee 2004
The Registration and Licensing Officer of the National Food Authority in Oriental Negros was chosen as the 2004 Best NFA Employee in Region 7.

Mrs. Elizabeth Guirit Delfino was selected out of other nominees from NFA offices in Region 7 due to her 30 years of outstanding work performance and significant contributions.

According to NFA Information Officer Rolando Lazalita, Delfino has been cited for her dedication and for her contribution to the food agency's continued good relationship with the grains businessmen and millers in the province by going out of her way to ensure that stakeholders are updated on the various programs of NFA.

The Grains Retailers Confederation (GRECON) here, along with the Millers Association of Oriental Negros, awarded Delfino with certificates of appreciation.

Delfino received a cash award of P3,000, a plaque of recognition and a free travel to Vietnam.

Exemplary individuals and institutions that make a difference
Ten exemplary individuals and outstanding institutions are this year's finalists for the 3rd Triennial Awards of the Ramon Aboitiz Foundation, Inc. (RAFI)-Cebu.

Dominic Chua, RAFI's chief operations officer explained, "the Triennial Awards was established in 2001 to give meaningful recognition to individuals and institutions in the Visayas and Mindanao whose efforts in bringing hope and positive change to the lives of the less privileged, reflect the philantrophic, humanitarian and holistic ideals of Don Ramon and Eduardo Aboitiz."

Chua added, RAFI's Triennial Awards is very specific for those endeavors within the Visayas and Mindanao and it is given in two categories-the Ramon Aboitiz Award for Exemplary Individual and the Eduardo Aboitiz Award for Outstanding Institution.

"Most of the award giving bodies in the country are either Luzon or Manila based. Somehow, the Visayas and Mindanao endeavors are hardly recognized and they could not compete with the more advanced institutions in those areas hence, the Triennial awards," Chua said.

This year's Triennial Awards received and evaluated 91 nominees; 45 nominations for the Ramon Aboitiz Award for Exemplary Individual and 26 nominees for the Eduardo Aboitiz Award for an Outstanding Institution.

Ma. Theresa Rivera, chairperson of the 3rd Triennial Awards search committee in a media interview said, "through the awards, we discovered great Filipino lheroes, men and women of peace and outstanding volunteerism, living their lives in service and doing with little fanfare and with very limited resources."

Through the awards, RAFI hopes to gather values from the nominees, highlighting their achievements so that every other Filipino may be inspired to care and are given the spirit to be resilient, to outlive adversities and crises; and that, despite poverty and political conflict, they still have the courage to go on and inspire others along the way.

Finalists for the Ramon Aboitiz Award for Exemplary Individual are Domingo Tadena, deputy director of the Philippine Eagle Foundation-Conservation Breeding program; Margarita dela Cruz, marine biologist and a professor of UP-Visayas Tacloban College; Hadja Bainon Karon, a Muslim lady revolutionist who championed the cause of Muslim women through empowerment; Fr. Robert Layson who champions the rights of victims of war especially women, children and the elderly; and Mayor Ramon Piang, Sr., of Upi, Maguindanao, who instituted community empowerment through a series of training on capability building.

For the Eduardo Aboitiz Award for Outstanding Institution, the finalists are the Maharlika Charity Foundation, Inc., Brokenshire Integrated Health Ministries, Inc., Lihok Pilipina Foundation, Inc., Mahintana Foundation, Inc., and Save Mindanao Volunteers, Inc.,

OWWA search for model family is on
In recognition of the significant contribution of OFW's to the nation's economy, the Overseas Workers Welfare Administration (OWWA) Region VII has initiated the Search for the Model OFW Family of the Year (with either a land-based or sea-based OFW head of the family - either father or mother.

The search aims to recognize OFW Family that meets the following criteria: 1) OFW has a minimum of four years of overseas employment (whether OFW is working abroad or has returned), 2) known as a solid/stable family in the locality, 3) has at least a child who graduated from college degree, has managed family finances well in savings, 4) and currently employing a comfortable life with sustained income from investments or any legitimate entrepreneurial activity.

Religious organizations/groups, NGO's and any other organizations may submit nominations that must be duly supported with the Nomination Form and documents.

Nominees shall be screened and pre-selected by the Regional Panel of Judges and only one Regional Awardee will be chosen to qualify for the National Finals. Decision of the Panel of Judges at the regional and national levels are final. No protests shall be entertained.

Nominations must include an Accomplished Nomination From with the OFW Family in (5R) picture, and supporting documents consisting of a) brief background on the OFW family, b) passport or seaman's book of the OFW, c) contracts of Employment (if available), d) marriage certificate/contract, e) certification/endorsement from either a DSWD Social Worker, Barangay Captain, Parish Priest of Religious Leader on the stability of the OFW family, f) school credentials of the OFW's child/children who graduated from college (e.g. diploma, transcript of records, etc.), g) business permit or DTI/SEC Certification, h) Bank Certification (if available), and , I) other relevant documents and pictures to support the nomination.

KNN Dumaguete reporter off to China
The Kabataan News Network (KNN), Dumaguete Bureau is chosen to participate in the First International Forum on Children's Development in Beijing, China on October 25 - 30, 2005.

The Probe Media Foundation and United Nation Children's Fund (Unicef) chose Ms. Zapphire Zamudio, 16, a youth reporter from Dumaguete Bureau to represent KNN Philippines in the international conference. Ms Zamudio is selected among the youth reporters of KNN because of her ability to shoot, report interesting stories and write script. In the conference she will be using these skills.

The Soong Ching Ling Foundation in China is sponsoring this international forum on children's development, with the aim of promoting a high level exchange of experience on children's issues among Chinese and international researchers and policy practitioners.

This children's participation forum is designed to enable prominent young journalists to report on the forum to peer audiences around the world; to provide a venue for an international exchange of experience, information and ideas among the young participants; and among others.

A total of 20 children aged 13 to 17 from the different countries will participate in the forum.

Of the 20 stories on environment, festival, education, economic among others produced by Dumaguete Bureau, Ms. Zapphire Zamudio has written eight scripts, as reporter and cameraperson for four stories. Stories have been aired over ABC5 every Saturday at 3:00 in the afternoon and in National Broadcasting Network every Sunday at 9:00 in the morning.

Help us, jail officials appeal community

Local government officials involved in the five pillars of justice are appealing to the community to assist them in their rehabilitation program.

The community is the fifth in the five pillars of justice, the others namely: law enforcement, prosecution, judiciary and rehabilitation and correction.

During yesterday's Kapihan forum held in observance of the 11th anniversary of the National Correctional Consciousness Week this year, local Bureau of Jail Management and Penology (BJMP) Chief Jail Inspector and Provincial Jail Administrator Waldemar Villanueva said the government still lacks the necessary resources to effectively implement its rehabilitation program.

"In our jails here, you seldom see government agencies spearheading rehabilitation programs. In fact, the rehabilitation commission here is led by volunteers," says Villanueva.

Inside the jail, inmates undergo skills trainings such as cooking, pot making, hollow block making and furniture making to facilitate their smooth their integration to the community once they have finished serving their time.

Despite this, Villanueva said the community still refuses to accept these people.
He said the negative attitude of the community towards people who have served time in jail makes the rehabilitation process difficult.

"The community will not accept ex-convicts. We look at the person's weakness, but we are not doing anything to help counter their weakness," laments Villanueva.

Aside from this, local jail officials admit that congestion remains to be the top problem in jails provincewide.

According to Atty. Jeffrey Araula, the Negros Oriental Detention and Rehabilitation Center Warden, the provincial jail remains congested even when inmates have reduced from more than 300 last year to between 240 to 270 this year.

Araula attributes the decrease to the travel funds allotted by the provincial government for transporting inmates to Muntinlupa.

"So now, whenever Philippine Airlines has a promo, we take advantage of it to bring our inmates to Muntinlupa," says Araula.

Also, Araula said the resolution of cases in the local courts have lately been prompt, so convictions and acquittals have been fast

Villanueva said jail congestion also makes rehabilitation of inmates difficult. "All jails nationwide are congested. So how can we rehabilitate our inmates?"

The provincial jail administrator pointed out the Guihulngan jail, which is supposed to hold only 20 to 30 inmates but is now accommodating 140 inmates. "Some inmates even sleep inside the comfort room for lack of space," Villanueva laments.

Guihulngan has constructed a new jail but Villanueva says this is seen to be congested already. "The new jail's design can accommodate 60 inmates only. But wa pa nahuman ang building, their inmates have already grown to 140."

The same is also true with the Dumaguete City Rehabilitation Center, which is designed for 90 inmates but more than 200 are already occupying it now.

Aside from this, youthful offenders stay in the same cells as the adult inmates. "Right now, our youths who are in conflict with the law, when they get inside the provincial jail, they have to be mingled with the other prisoners," said Araula.

He disclosed that his proposal to put up a separate holding cell for minor inmates at the backl was tackled by Gov. George P. Arnaiz in the recent Legislative Executive Agenda, and has earmarked funds for this project.

Villanueva is also proposing to create a separate holding cell for youthful offenders located at the space at the back of the DCRC.

Of the total 855 prisoners provincewide, around 29 are juveniles in conflict with the law.

PGMA to grace Buglasan Festival of Festivals in Oriental Negros

This year's Buglasan Festival of Festivals in Oriental Negros will be opened by no less than Pres. Gloria Macapagal-Arroyo who will grace the Festival's Opening Ceremonies on October 14, 2005, 4:00 p.m. at the Capitol grounds.

During the ceremonies, the President together with Governor George P. Arnaiz, will witness the "Palihi" Ritual of Thanksgiving by the five cities and 20 municipalities of Oriental Negros, which will signal the opening of Buglasan Festival.


The President is expected to give a message afterwards.


Buglasan is a merged celebration of the different festivals observed in the province, with the name coined from "buglas", a weed that used to grow abundantly in Oriental Negros.

The festivities will be marked with an agri-trade fair, booths, exhibits, garden shows, rodeos, boat and bike race, and other tourism activities bannering this year's theme: "Strengthening Multi-Sectoral Partnership in Tourism Development."

During her visit here, the President will also hold an informal interaction with the delegates and participants to the League of Municipalities (LMP) Session on Health for the Visayas and Mindanao areas at Bethel Guesthouse.

Buglasan 2005 features the Great Buglasan Balinsasayao Bike & Boat Battles


In the hopes of pushing Oriental Negros as a premier eco-tourism spot and the country's best biking destination, this year's Buglasan Festival of Festivals will showcase The Great Buglasan Balinsasayao Bike & Boat Battle.


This twin-events-in-one starting October 14 promises participants a unique experience through challenging bike and boat rides that will make the province, particularly Lake Balinsasayao, a genuine active and participative eco-tour and recreational destination in Central Visayas.


The Bike and Boat Battle also hopes to foster youthful passion for excellence in biking and kayaking, both of which are Olympic events.


The battle starts with the 3rd Buglasan Bike Challenge will start on October 14 with a soft-opening and followed by the Sikad-Angat sa Lake Balinsasayao, 1 14.5 km mountain bike race on October 15, and a Bike Criterium Race Day on October 16.


The skimboard competition will be on October 23 with registration set at 7:00 a.m. at Agan-An Beach.


The Buglasan Bike Challenge, touted to put the province in the map as one of the country's best biking destinations, is initiated as a community service project of the Oriental Negros Bikers Association in partnership with the Sangguniang Kabataan Federation of Oriental Negros.


Events under this challenge will be scheduled at locations throughout Metro Dumaguete maximizing the use of existing bicycle venues and showcasing the natural beauty of the area.


The Kayak Competition, on the other hand, will be held on October 15, 2005 at Lake Balinsasayao.


Registration starts at 7:00 a.m. followed by a two-hour Kayak Paddling Clinic.


The said competition will be highlighted by a 300-meter sprint for women and men and the Great Balinsasayao Kayak Race to be capped by an awarding ceremony, dinner and socials.

The provincial government of Oriental Negros has been consistently developing Lake Balinsasayao to become an eco-tourism destination over the past five years.

The lake now boasts significant improvements on road access, on-site developments, physical enhancements and the ongoing positioning of control and safety systems.

Oriental Negros to host GSP national encampment on Oct 23

Around 700 Girl Scouts from across the country will converge in Oriental Negros on October 23 to 30,2005 for the 33rd Girl Scouts of the Philippines National Encampment at Camp Lily Gamo in Sibulan.


Final preparations are already underway as the local steering committee headed by its over-all chairperson and Oriental Negros-Siquijor Council President Atty. Luisa Villegas are priming up for the national encampment.


In its recent committee meeting, GSP Regional Executive Director Aida Salomines said the encampment is timely as it coincides with the province's Buglasan Festival of Festivals. "Participants can join the Buglasan festivities such as the Buglasan Fireworks Competition," says Salomines.


Salomines disclosed that about 10 Girl Scouts councils have already confirmed its troops' attendance to the upcoming encampment.


The steering committee has already requested police personnel from the Provincial Police Office to secure the area at Camp Lily Gamo during the encampment to assure the participants' safety.


Various activities will be conducted during the encampment while awards will be given out for councils and camps such as cleanest camp, biggest delegation, most disciplined camp, best campfire presentation, most artistic arch and the most sociable camp.

DOST-Siq announces CY '06 search for S&T scholars

The Department of Science and Technology through Science Education Institute (SEI) is now accepting applications to the S&T Scholarship Programs for school year 2006-2007, namely RA 7687 Scholarship Porgram (Program A) and the Merit Scholarship Program (Program B).


Both education grants are open to graduating high school students who wish to pursue post-secondary courses or baccalaureate degree programs in the fields of Basic Sciences, Applied Sciences, Science Teaching and Technician courses.


Program A is specifically meant for the poor, talented and deserving students whose annual family income is P156,000.00 and below while those with higher annual family income may necessarily apply under Program B. All applicants, however, must belong to the upper 5% of the graduating class of a DOST SEI identified or DepEd recognized science high school as certified by the school principal. They must have not taken any college or post secondary course by unit, must be Filipino citizens with no pending application for immigration abroad, must be physically and mentally healthy and morally upright and must be bonafide residents of a local municipality for the past four years.


Qualified students of your school must submit the following two (2) recent and identical 1x1 ID picture, a photo copy of their parent's income tax return for CY 2004 or tax exemption certification from BIR if parents are non-tax filers, a clear copy of applicant's birth certificate and the fully accomplished application form. the application forms will be distributed to the principal of the respective high schools or may send a representative to the DOST-Provincial Science and Technology Center at Siquijor, Siquijor to ask for additional forms if necessary.

Pinoy short film wins in Italy
Aside from boxing and international beauty contests, another heartwarming accomplishment of a Filipino abroad is in the field of filmmaking.

Khavn's "Lata At Tsinelas" ("Can & Slippers") wins the Special Mention Award in the "Spazio Immagini" competition of the Morbegno Film Festival 2005 in Italy.

"Can&Slippers" has been screened in Rotterdam, Berlin, Singapore, Pesaro(Italy), La Palma(Spain), Vila Do Conde(Portugal), and will screen in Sao Paulo (Brazil) next month along with his other "Be Movies" short films. Next year, "Can&Slippers" will be part of the
Arts And Culture Programme of the FIFA World Cup in Germany.


His short film "Barong Brothers" was also screened in Morbegno as part of the Out-Of-Competition section "Around The World In 50 Minutes".

Filipino seafarers remain in demand in the int'l shipping industry


Competence and skills make the Filipino seafarers still the most sought after in the international shipping industry despite the low labor rates commanded by neighboring seafarers from China, Vietnam, India and Bangladesh.


Maritime Industry Authority (MARINA-7) regional director Atty. Glenn Cabañez bared the statement during the recent Kapihan sa PIA on seafarers' competence as the nation celebrates the National Maritime Week from Sept. 24 to Oct. 1 under the theme "A Globally Competitive Maritime Industry: A Key to a Strong Republic."


Philippine Overseas Employment Administration (POEA-7) officer-in-charge Evelia Durato likewise, agreed with Cabañez that the Philippines remains to be the manning capital of the world in exporting qualified seafarers. In 2002, the country deployed 209,593 seafarers abroad and since then, the number of deployment has increased by 2.3 percent every year, Durato added.


Durato also aired the same concern over the low salary rates particularly by Chinese seafarers. She cited a Chinese seafarer with an OS (ordinary seaman) rank that is paid only US$ 50/month compared to its Filipino counterpart with wages between US $200-300/month.


Capt. Jeffrey Solon, president of the Visayas Association of Ferryboat and Coastwise Services Operators however, claimed that Filipino seafarers continue to have the upper edge over its Asian counterparts because of our ability to speak the English language well. "We are the number one supplier of ratings (rank and file seamen) and nobody in the world could compare with our qualifications," Solon quoted.


Filipino seafarers ranked fourth in the largest number of deployed overseas Filipino workers (OFWs) abroad. Skilled workers followed by (medical) professionals and domestic workers are the top three sectors of OFWs.


Solon meanwhile, expressed concerns over the quality of domestic seafarers in the country today, as these are the ones rejected for hiring in the international shipping industry.

Because of the lack of supply of seafarers in the domestic shipping lines, there is no option left but to hire them, Solon lamented.


There is a need to segregate the criteria or qualifications of seafarers in the domestic and international shipping industry as not to compromise the competence of seafarers left behind, Solon further added.


Cabañez assured that the issuance of separate licensures to seafarers in the domestic and international shipping industry under different criteria and qualifications is already in the drawing board.


In order to help the domestic shipping sector hire only qualified and competent seafarers, the MARINA-7 has also come up with the issuance of the qualifying document certificate.

Cine Europa opens on Oct. 14 in Cebu City

Cine Europa will once more go to Visayas region as it opens on Friday, October 14, 2005 in Ayala Center, Cebu City.


Ambassador Jan de Kok, Delegation of the European Commission and Deputy Head of Mission, Mr. Robert Fitchett of the British Embassy representing the European Union (EU) Presidency and Ms. Elena Young, Arts Council of Cebu Foundation, Inc. will open Cine Europa in Cebu City.


This year's film festival is presented by the EU Member States' Embassies, the Delegation of the European Commission to the Philippines and is supported by ETC, Duty Free Philippines, DHL, 24/7, Clermont-Ferand, UP Euro.


The films included in Cine Europa 8 continue to celebrate EU's shared film history with the Philippines as the festival goes to Cebu City for its final leg. Cine Europa is also scheduled to open in Davao City from 7 until 9 October 2005.


In addition, Cine Europa will also present a selection of European short films from the Clermont-Ferrand Short Film Festival.


Professor Ed Piano from the University of the Philippines will likewise conduct a film appreciation lecture on European films on 14 October at the University of San Carlos, Cebu City. The conduct of this lecture is in cooperation with the Arts Council of Cebu Foundation, Inc.


Now on its eighth year, Cine Europa continues to be a gift of the EU to the Filipino people as admission to the screenings is free on a first-come, first-served basis.


The film entries for this year's festival come from the EU member-states of Austria, Czech Republic, Finland, France, Germany, Italy, Netherlands and Portugal.

Cebu to host the 4th Asian Forum for Information Technology Oct. 19-21

Gaining prominence as an international convention site, Cebu has been chosen to host the 4th Asian Forum for International Technology (AFIT) on October 19 to 21, 2005 at the Plantation Bay Resort and Spa in Mactan, Lapulapu City where over 70 participants from Asian countries are expected to attend.


The forum aims to promote active information exchange and technological advances in information and communication technology (ICT) in the region among senior officials of government IT organizations from 19 countries in Asia.


This year's theme focuses on "IT Professional Human Resource Development and National IT Promotion Status." Discussion will zero on the qualification and technical ability of IT professionals.


IT participants are expected to share their countries' experiences, trends, problems encountered and best practices. BY exchanging information, the forum also aims to present ways and alternatives of addressing current problems and duplicating best practices.


The AFIT was established by the Center of the International Cooperation for Computerization (CICC), a public-interest organization based in Japan which assists developing nations in their computerization. CICC has been taking initiatives to narrow the digital divide by amplifying the IT infrastructure, promoting IT-related industries, training and utilizing personnel.


This year, the Philippines was given the privilege to host the 4th AFIT. As the lead agencies for ICT, the Commission on Information and Communications Technology (CICT) together with the National Computer Center (NCC) was tasked to organize the event.

New city ordinance passed to protect animal rights
The city government of Dumaguete is now taking animal rights seriously with the passage of a new ordinance pushing for the protection of animal welfare while putting more teeth into the city's anti-rabies campaign.


Ordinance No. 21 now limits dog ownership to two dogs for the dogs' sake. "Dog ownership must be restricted if the dog owner cannot really afford to give the necessary care that the animals need," says City Veterinarian Dr. Lourdes Socorro during yesterday's Kapihan forum.


Socorro cites shelter, food and nutrition, grooming and exercise and protection from infectious diseases that may cause death as some of the animal rights that dog owners should provide. "If you cannot afford to give these rights, then the government has the right to prevent you from owning these dogs because you will be maltreating them by not providing for their needs," she said.


She however clarified that dog ownership, even if restricted, depends on the owner's capability to provide. You can raise as many dogs as you want if you can afford to provide for all their needs, Socorro said.


The new ordinance also increased the registration or licensing fee from P5 to P100.

Socorro explained that 50% of the fee will go to the barangays which are now closely involved in the ordinance's implementation as it orders barangays to identify dog owners in their areas by conducting surveys in households with dogs and cats.

Violators will face imprisonment from one to 6 months and fines of not less than P2,000 but not more than P5,000or both fine and imprisonment upon the discretion of the court, says Socorro.


The city's new ordinance, authored by City Councilor Dr. Urbano Diga and which amends Ordinance No. 15, is in support of Republic Act 8485 or the Animal Welfare Act that was passed in 1998.


Provincial Veterinary Officer Dr. Antonio Mutia said RA 8485 calls for animal protection and responsible pet ownership. "This law covers all kinds of animals, like pets, food animals, show animals and even wild animals," says Mutia who warned that the destruction of animal habitat is already a violation of the said law.


The Provincial Veterinary Office has been conducting lectures in the different towns and cities to raise awareness on the salient points of the Animal Welfare Act.


Both Mutia and Socorro was speaking in yesterday's Kapihan forum conducted by the Philippine Information Agency in line with the first celebration of Animal Welfare Week in October.


Pres. Gloria Macapagal-Arroyo has signed on October 11 last year Proclamation No. 175 declaring the first week of October as Animal Welfare Week.


In line with the celebration, the city and provincial veterinary offices here is conducting free clinics offering services on deworming, tick, flea and lice treatment, castration of male dogs and cats and treatment of sick animals.


The city veterinarian said the celebration also aims to highlight the Animal Welfare Act, under which facilities involved in raising any kind of animals are now required to register with the Bureau of Animal Industry's Animal Welfare Division.


"Before, anybody can have a pet shop, but now it is regulated," states Socorro.


The said bureau also regulates the raising of poultry if it exceeds a certain number.


In the same forum, Mutia reminded dog owners to be responsible and submit their dogs for regular vaccination.


He also warned dog owners not to let their pets loose even if they are vaccinated. "There is a real danger that your dog will bite someone. Under the law, the dog owner is responsible for the medical expenses if their dog bites someone as dog bites can also lead to tetanus and not just rabies," Mutia stressed.


This was reiterated by Socorro, who said that Ordinance No. 21 also calls for the mandatory leashing of dogs. "You must keep your dogs within your premises. If you are not leashing it, then it must be inside a fenced household."

Gov't offices in OrNeg respond to call for energy conservation

As the energy audit team created by Pres. Gloria Macapagal-Arroyo continues to keep an eye on the energy saving measures of government offices in Manila, public offices in Oriental Negros are also doing their share to the national government's energy conservation program.


The energy audit team headed by Senior Deputy Executive Secretary Waldo Q. Flores of the Office of the President has coordinated with local government units to make sure that enercon measures are implemented in their respective areas.


The Capitol here, which has around 14 departments and divisions and employs about 1,700 workers, has stepped up its power reduction measures. Capitol Information Officer Oliver Lemence said that the aircon and lights in provincial government offices are switched off 15 to 30 minutes after office hours start and before it ends.


Governor George P. Arnaiz has ordered provincial government drivers to maximize the use of government vehicles when loading construction materials while engine mechanics were instructed to regularly check and keep vehicles in tip-top shape.


"We have also minimized unnecessary trips both in and out of the province…and the Governor has also limited the use of his security back-up vehicles during out of town trips," says Lemence.


Sizeable government offices here like the National Food Authority (NFA) and the Government Service Insurance System (GSIS) are also complying with the President's directive to cut down electricity and fuel costs.


GSIS, staffed by more than 50 personnel working in a building of 3 floors, had to resort to re-aligning electrical switches to save on power costs. "Our (electrical) setup before was one switch for each floor, which has about 16 lights. Now there are three switches so we can turn off lights in unused spaces or unoccupied rooms," says Roy Mariño, GSIS Property Officer.


After the employees leave at the end of office hours, security guards make their rounds to ensure that all electrical equipment are turned off.

The centralized aircon is also switched off for at least an hour each working day.

At NFA, aircon units are already turned off as early as 3:00 or 3:30 p.m., says NFA Information Officer Rolando Lazalita, who added that in some floors of the NFA building, all the lights are turned off the entire day. "We just open the windows or turn up the blinds," adds Lazalita.


Pres. Arroyo has recently issued administrative order 126 directing government agencies to immediately implement energy conservation program to address the extraordinary increases in world oil prices.


Specifically, the President ordered agencies to further reduce fuel and electricity consumption by 10 percent by limiting the use of petroleum productions to essential activities.


Energy Secretary Raphael Lotilla said the "creation of the energy audit team will direct the government's collective effort to conserve energy as we deal with the effects of extraordinary high oil prices."

SU hosts annual confab for nutritionists, dietitians nationwide

About 100 members of the Council of Deans and Heads of Nutrition and Dietetics (CODHEND) nationwide will gather in Dumaguete City from October 13 to 15, 2005 as Silliman University will host the council's 22nd annual meeting and seminar-workshop.


The conference-workshop, which banners the theme: "Teaching and Training Strategies in Nutrition and Dietetics", will be highlighted by a Keynote Address from Dr. Cecilia A. Florencio, Professor at the University of the Philippines, Diliman College of Home Economics on the first day.


The activity will feature talks on recent trends in the field of nutrition and dietetics by speakers from prominent universities in the country as well as the council's annual business meeting to be led by CODHEND's current chair Dr. Veritas F. Luna from UP Dilliman.


An educational tour in small food establishments around Dumaguete City and Valencia town will cap the three-day event, says Michelle Naranjo of the SU College of Nutrition and Dietetics.


Naranjo said this is the first time the annual confab is held outside of Luzon. "Ever since, the conference-workshop has been held in Manila and Baguio, so this is the first time it will be held in Visayas."


CODHEND is an organization of individuals and institutions involved in nutrition and dietetics education at the tertiary level that are dedicated to promoting the country's nutrition and dietetics education as relevant to national development and well being.


Since its formation in 1983, CODHEND has been holding annual meetings and conference-workshops to increase awareness among the members of the best practices in training and teaching nutrition and dietetics. It also aims to provide skills on simple and effective teaching and training strategies for nutrition and dietetics.


According to the Nutrition and Dietetics website, dietetics was first recognized as a profession following the creation of the Dietetics Department at the Philippine General Hospital in 1952. Three years after, the Dietetic Association of the Philippines was incorporated in response to the need to organize the increasing number of dietitians entering the profession.


Likewise, Republic Act No.2674 was passed in 1960 to regulate the practice of dietetics. But in 1987, the Dietetic Association of the Philippines worked towards the signing of Presidential Decree No. 1286 entitled "Regulating the Practice of Nutrition and Dietetics in the Philippines, and for other Purposes," to repeal RA No. 2674, after the association realized the demand for nutrition graduates in areas other than hospital dietetics.

PHILPOST launches new Express Pouch Service

The Philippine Postal Corporation (PHILPOST) has come up with a new mail service that guarantees a 24-hour, door-to-door, two-way delivery service.


The Express Pouch Service (EPS) promises to deliver mails within 24 hours either by land or air with a pouch bag that comes in three sizes and can accommodate items weighing from as low as 500 grams to 2 kilograms, says PHILPOST Regional Information Officer Josephine Layco.


Layco said EPS was introduced in response to the need of big businesses to exchange documents and information with their various branches and subsidiaries within the country on a fairly reliable and consistent delivery time basis.


Each pouch is accompanied with a delivery receipt that the sender fills in and uses it for instructions on how the mails are treated under certain circumstances, Layco added. Proof of delivery is mailed back to the sender within 24 hours from the pouch's receipt.

The sender may even request that the proof of delivery be faxed back to him/her or be immediately confirmed via text and or e-mail messages.


Layco adds that the value added advantage of the service is that tracing the whereabouts of mails, is made easy through its computerized delivery confirmations, including undelivered mails.


However, EPS is currently being pilot tested in twenty-five areas only. The areas served for the air route are: Bacolod City, Butuan City, Cagayan de Oro City, Cebu City, Cotabato City, Davao City, General Santos City, Iloilo City, Kalibo, Aklan, Lapulapu City, Legaspi City, Mandaue City, Puerto Princesa City, Roxas City, Tacloban City, Tagbilaran City and Zamboanga City. For the land route, PHILPOST identified the areas in Pampanga that included San Fernando, Angeles City, Subic, Clark Air Base, Tagaytay City, San Pablo City and Lucena City.


Francisco Mapili, Supervising Postal Service Officer in the province and Dumaguete City Postmaster, explained that for the moment, Dumaguete City has not been included in the EPS pilot areas because it takes 72 hours for mails from here to reach Manila and vice versa. "Our outgoing mails have to stay overnight at the Dumaguete Airport for security measures," he said.


The Dumaguete Airport lacks x-ray machines that can quickly scan mails and parcels for bombs and because of this, mails stay at the airport overnight before they are transported the following day to Manila via the afternoon flight of Air Philippines.


But Mapili is hopeful that once security measures at the airport improve, Dumaguete City can start offering EPS.


Among the services offered by the post office here are the five-day international express mail, domestic express mail, priority and registered mails, money order, postal ID and P.O. boxes.

More PDAF-funded infrastructure projects completed

More infrastructure projects were completed last month in the towns of Siquijor and Enrique Vilanueva, Siquijor.


All funded under the Priority Development Assistance Fund (PDAF) of Siquijor Congressman Shane Fua Jr., completed projects were repair and rehabilitation of a farm to market road in Dumanjug, Siquijor, Siquijor; repair and rehabilitation of a multi-purpose building in Camogao, Engique Villanueva, Siquijor; and another multi-purpose building in Binoongan, Enrique Villanueva, Siquijor.


The three projects have a fund allocation of P500,000 each, says the Department of Public Works and Highways here.

Larena receives P1M grant for infra projects

The municipality of Larena has received funding from the Officeof the President for its priority infra projects. The release was made in response to the request of the local government through a resolution passed by the Sangguniang Bayan on February 23, 2005.

Taken from the President's Social Fund, the P1M grant is intended to implement the President's social agenda to fast track delivery of basic services to depressed communities.

Larena Mayor Gold Calibo together with SB member Clare Lucero personally received the check of P500,000 representingthe first tranche for the improvement of the waterworks system in municipality.

Based on the memorandum of agreement, the second tranche of P400,000 will be released upon 50% physical accomplishment and favorable results of audit conducted on the project approval of the OIC, President Social Fund.


The third tranche of P100,000 will be released upon 100% project's physical accomplishment and submission of Certificates of Completion and Acceptance.


The implementation of the project started within 15 days from receipt of the project fund and shall finish the same within eight months unless extended upon a prior written authorization from the republic represented by Secretary Ricardo Saludo.


As of this writing, the project is already implemented.

Criminology licensure exam moved to Oct 21

In order to give Criminology graduates in the country the chance to take both the licensure examination on Criminology and the police officers examination from Napolcom, the Professional Regulations Commission has moved the Criminology Licensure Exam this year to October 21, 22 and 24.


Based on PRC Resolution No. 2005-294, the examination was rescheduled following the request of members of the House of Representatives since Napolcom will hold their examination on the same day as the original schedule of the Criminology Licensure Exam, which is on Oct. 23.


This will give Criminology graduates the opportunity to take both examinations.

The Criminology exam was originally scheduled on Oct. 22, 23 and 24.
The move has been approved by the Chairman of the Board of Criminology and Napolcom Director Lourdes Aniceto.
